Pennsylvania’s gambling regulator has taken action against two gaming companies over licensing and compliance issues, issuing a combined $100,250 in financial penalties.
The Pennsylvania Gaming Control Board approved consent agreements involving MGM Resorts International and German gaming company CountR GmbH during its latest monthly public meeting.
The cases highlight the regulatory obligations that come alongside operating in Pennsylvania’s gambling market, where companies must keep their licensing information and corporate structures up to date.
MGM Resorts Fined Over Licensing Application
MGM Resorts International was ordered to pay $50,250 after failing to submit a required Principal Licensing application within the timeframe set by the Pennsylvania Gaming Control Board.
Principal licensing is part of Pennsylvania’s regulatory framework governing individuals and entities that hold key roles within gaming companies. The application process allows the Board to assess people who meet the relevant criteria before they can hold positions requiring approval. The fine follows the Board’s approval of a consent agreement resolving the matter.
MGM Resorts operates across the US gambling market and has a presence in Pennsylvania through its gaming interests, making compliance with state licensing requirements an important part of its operations.
Countr Faces License and Fee Issues
CountR GmbH agreed to pay another $50,000 under a separate consent agreement. The German-based company was cited over an unapproved change of control involving its license, alongside its failure to pay required licensing fees. That settlement allows the outstanding licensing issue to be resolved through the $50,000 payment.
Change-of-control requirements are an important part of Pennsylvania’s gambling regulatory structure because the Gaming Control Board needs to maintain oversight of the ownership and control of licensed businesses operating within the state.
The two cases therefore involve different compliance issues, but both fall under the Board’s wider responsibility to monitor companies participating in Pennsylvania’s regulated gambling industry.
Board Continues Wider Enforcement Work
The financial penalties were approved during the same public meeting in which the PGCB took action against individuals through its involuntary exclusion system. It continues to oversee licensing, compliance and player conduct across Pennsylvania’s casino and online gambling markets, and enforcement should only grow more robust with such moves.
The Gaming Control Board’s next public meeting is scheduled for October 14, 2026, at 10 a.m. in Harrisburg, where further regulatory matters are expected to be considered.
