As it turns out, March was a big month for Pennsylvania’s gambling scene, but not for the usual reasons. Instead of new online casino launches or sportsbook promotions, the spotlight turned to a statewide crackdown on illegal gambling devices. Pennsylvania Attorney General Dave Sunday, in partnership with the Pennsylvania State Police, spearheaded a coordinated sweep across Western Pennsylvania that led to the seizure of hundreds of illegal slot-style machines.

These machines were allegedly promoted as skill games, but state officials say they were anything but. With no player interaction or skill component involved, the games functioned almost identically to traditional slot machines.

Attorney General Dave Sunday confirmed that two companies (Buffalo Skills Games, Inc. and J.J. Amusement, Inc.) were behind the distribution of the illegal games. Their owner, John F. Conley, who has prior federal convictions related to illegal gambling, now faces felony charges. These carry penalties of up to 20 years in prison and a $25,000 fine per offense.

The enforcement sweep stretched across 13 Pennsylvania counties, including Allegheny, Erie, Beaver, Butler, Indiana, and Westmoreland. Dozens of businesses were found to be hosting these unregulated machines. Notable locations included:

  • 777 Game Room in Blairsville
  • Lucky Billiards and The Music Studio in Armstrong County
  • Woodpeckers Pub & Grub in Westmoreland County

What Is Next?

The rise of unregulated machines has sparked concern among stakeholders in Pennsylvania’s legal gambling market, especially licensed casinos and online platforms. While the Pennsylvania Supreme Court is currently reviewing whether these games are indeed legal, manufacturers like Pace-O-Matic and Miele Manufacturing are also seeking official regulation and taxation instead of prohibition.

This battle over skill games could certainly redefine the gambling landscape in the state. Despite pushback from the casino industry, Governor Josh Shapiro has voiced support for bringing skill games into the fold under a regulated and taxed framework. During his budget address in February, Shapiro proposed taxing skill game revenue at 52%, estimating that the state could generate hundreds of millions of dollars in new tax income. That revenue, according to the governor, could help:

  • Fund public schools and transit agencies
  • Increase stipends for student teachers
  • Standardize tuition rates for cyber charter schools

Meanwhile, many small business owners across the state support the skill machines, saying the supplemental income has been crucial to staying afloat during inflation and economic challenges.
