The growth of online casino gaming has made data protection a core part of the player experience. Operators now handle everything from identity documents and payment information to account activity and financial records, creating a security responsibility that extends well beyond protecting a customer’s bankroll.

That responsibility is now facing scrutiny in Pennsylvania after a federal judge ruled that a proposed class action against Rivers Casino Philadelphia can proceed following a 2024 data breach.

Judge Joshua D. Wolson of the U.S. District Court for the Eastern District of Pennsylvania rejected a motion to dismiss the case on Aug. 7, finding that the plaintiffs had adequately alleged negligence against the casino’s operators.

A Bigger Question for Pennsylvania’s Gambling Industry

The lawsuit could ultimately become more significant than a dispute involving one casino. Pennsylvania’s regulated gambling market increasingly depends on digital accounts, electronic payments and customer databases, giving operators access to large amounts of sensitive information.

Players may think primarily about whether their deposits and winnings are secure. The wider question is what happens to the personal information attached to those accounts. That includes names, Social Security numbers, banking details and other information that can create lasting risks if exposed.

The case specifically stems from a security incident discovered in November 2024 after an unauthorized party accessed files stored on the casino’s computer systems, accessing similar data. The number of affected customers and employees has not been publicly disclosed.

Several lawsuits followed the breach, with the argument being that they failed to maintain reasonable data security measures and that the notification timeline gave affected individuals less time to protect themselves against potential fraud and identity theft.

Data Protection Is Becoming a Gambling Issue

Unsurprisingly, the case arrives at an interesting point for Pennsylvania gaming. Responsible gambling has traditionally focused on issues such as self-exclusion, spending limits, age verification and access to support services. Data security represents another dimension of player protection that becomes harder to separate from the online gambling experience.

Every new account creates another collection of information that operators must safeguard. That makes cybersecurity an increasingly important part of the value proposition for Pennsylvania online casinos. A strong gaming platform needs to offer more than convenient payments and a wide selection of games. Players also need confidence that the information required to access those services will be handled responsibly.
