Pennsylvania’s online gambling and gaming sector is heading into another high-stakes political fight, and operators are already spending heavily to influence the outcome.
More than $8 million connected to sportsbooks, casinos and skill game interests has reportedly been poured into campaign ads and political groups ahead of the state’s primary elections. Behind the spending is a growing battle over future gambling taxes, skill game regulation and who ultimately controls the direction of one of America’s largest betting markets.
The timing is not accidental. Pennsylvania lawmakers are once again approaching budget negotiations where gambling taxes could become a major source of additional state revenue.
Last year, legislators discussed raising the state’s already steep 36% sports betting tax during extended budget talks. The proposal was eventually dropped after strong lobbying pressure from sportsbook operators and industry groups. Now, companies tied to FanDuel, DraftKings and Fanatics are reportedly backing political groups supporting incumbents viewed as more favorable to the online betting sector.
At the same time, skill game operators connected to Pace-O-Matic are funding attacks against some of those same lawmakers after years of disputes surrounding the legality and taxation of skill machines across Pennsylvania.
Skill Games Remain the Biggest Flashpoint
Few gambling issues have become as divisive in Pennsylvania as skill games. The machines have rapidly spread across bars, convenience stores and social clubs throughout the state, operating in a legal gray area while lawmakers continue debating whether they should be fully regulated, taxed or removed entirely.
Casino operators argue the devices function similarly to slot machines without facing the same taxes or oversight requirements. Skill game companies maintain the games help support small businesses and do not fall under traditional gambling definitions.
The state Supreme Court is still expected to play a major role in determining the future legality of the machines, but both sides are already fighting aggressively to influence whatever legislation follows.

The growing political spending highlights just how valuable Pennsylvania has become to the broader U.S. gambling industry.
Online sportsbooks want to avoid additional taxes that could hurt profitability, bonuses and customer acquisition. Casinos continue pushing for stricter oversight of skill games that compete for gambling dollars outside the regulated market.
Meanwhile, lawmakers are searching for new revenue sources to support education, healthcare and transportation funding. That combination is creating a much larger fight over how Pennsylvania’s gambling market evolves over the next few years.
