Pennsylvania could soon become the latest U.S. state to embrace esports betting, thanks to a newly proposed bill aimed at expanding the state’s regulated wagering market. State Representative Ed Neilson has introduced House Bill 1636, a legislative push that seeks to amend Pennsylvania’s 2017 Gaming Expansion Act to include esports betting.
This is Neilson’s second attempt to bring competitive gaming under the state’s gambling umbrella. His earlier effort, House Bill 733, failed to gain traction in 2023. But with esports now firmly embedded in the mainstream entertainment and betting landscape, HB 1636 appears better timed to move forward.
If passed, the bill would authorize the Pennsylvania Gaming Control Board (PGCB) to allow state-licensed sportsbooks to offer odds on esports events. Bettors could soon be placing wagers on globally popular titles like Counter-Strike 2, Dota 2, and League of Legends from within Pennsylvania’s regulated betting framework.
Safeguards and Revenue Potential Take Center Stage
The proposed legislation defines esports as skill-based, organized video game competitions where the outcome is determined by player ability rather than chance. This language ensures esports is treated similarly to traditional sports when it comes to betting regulations.
However, the bill also highlights one of the more complex issues surrounding esports betting, such as player age. Some professional esports athletes are under 18, with a few as young as 13. While the situation raises ethical concerns, the bill empowers the PGCB to create age-related safeguards and other consumer protections to maintain responsible wagering standards.
Esports betting has already gained ground in several U.S. states, including New Jersey, Massachusetts, and Connecticut, all of which introduced laws this year to capture a share of the growing market. Notably, industry giants like Riot Games have opened the door to esports betting sponsorships, lifting previous restrictions on VALORANT and League of Legends in North America and EMEA. That signals a broader acceptance of esports wagering and gives operators even more reason to expand their markets.
An Opportune Moment
The bill still needs to pass both chambers of the state legislature and receive approval from Governor Josh Shapiro. But if successful, Pennsylvania could position itself as a leader in regulated esports betting, offering players a safe, licensed alternative to offshore platforms.
The timing of this proposed legislation is no coincidence. Pennsylvania’s gambling industry has seen record-breaking growth in recent years, especially in online casino and sports betting verticals. In 2024 alone, the state generated over $2 billion in online gaming revenue, placing it among the top iGaming markets in the United States. Sports betting also continues to surge, with Pennsylvania sportsbooks reporting over $7 billion in handle last year. This sustained momentum could create fertile ground for esports betting to thrive.
